As part of ADAPT's Take Five approach to ending the institutional bias and passing the Community Choice Act, we targeted five women of Congress, including Carolyn McCarthy (NY-4) and Nita Lowey (NY-18) who were previous co-sponsors. After two weeks, 14 people from Nita Lowey's district have responded and 2 people from Carolyn McCarthy's district have responded.

Although nationally we have sent each of their offices 325 emails, faxes, and letters, these are the numbers that came from their districts. And we know those are the numbers that really count!

It is particularly important that Carolyn McCarthy hear from people in her district. Michael Grogan, a Legislative Assistant in her DC office, said that she had not signed back onto CCA because they hadn't heard it was important to people in her district. I know that advocates have reached out to Nita Lowey, but because she hasn't signed back on, it's clear she needs to hear from even more folks!

Please mobilize folks in these districts. Nita Lowey's district is in southeastern corner of New York State, just north of the Bronx, and includes parts of Westchester and Rockland Counties. Carolyn McCarthy's district is located in central Long Island in west-central Nassau County and includes Mineola, the Five Towns, East Rockaway, Rockville Centre, Oceanside, Garden City, Hempstead, Uniondale, East Meadow, Roosevelt, Franklin Square, Valley Stream, and Elmont.

Reach out to people who live in these districts and ask them to do the action alert. Reach out to consumers at our Centers as well. We know that many consumers don't have access to the interbnet so we call them up, read the alert to them and ask them if we can send the message on their behalf. We even set up yahoo email accounts with them over the phone.

Although much is happening related to health care reform, nothing ends the institutional bias. In fact, a case can be made that health care reform, by putting pressure on the states and their Medicaid programs, may in fact worsen the institutional bias. We need to END THE INSTITUTIONAL BIAS if we want people with disabilities to have the same rights as all other Americans.
