WHEN: Friday September 18, 2009
ACTION: Email Police Commissioner Kelly about enforcing the law against illegal parking in handicapped parking spots in private and public parking lots in New York City.
BACKGROUND: Both police officers and traffic agents can issue summons in private and public parking lots for illegal parking in parking spots only for people with blue permits who have disabilities, but it is very seldom done now. We have the spaces, but it makes access difficult when the public uses these spots for their convenience. This week in Queens, a police tow truck was even spotted parked in a space reserved for people with disabilities!
In the summer, Commissioner Kelly and Matthew Sapolin of MOPD did a public service announcement about not parking in these spaces that was broadcast on the radio.

Commissioner Kelly: The members of the Disability Network of NYC are having difficulty parking in private and public parking lots due to illegal parkers in spots reserved for people with disabilities with a permit. We would like more enforcement from your agents and officers. So far that is not happening. We need access!
We appreciate the public service announcement that you and Matthew Sapolin made in the summer. It teaches people, but it does not change everyone's behavior. We need enforcement.
